Operations Research (OR)
is the "Science of Better," the discipline of modeling complex problems to make
better decisions. Whether problems are industrial,
governmental, or scientific, Hartley Consulting has
experience applying operations research to help clients
make better decisions.

Hartley Consulting is a registered small business and
can contract directly with private organizations or can serve as a subcontractor to
other contractors. Contracts are generally defined on a
project basis and billing is based on labor hours,
travel, and materials. Rates, security clearance, DUNS

The project pages
of this website consist of short descriptions of
numerous projects. These projects represent the
application of technical expertise and experience
to real problems of real organizations. The
sponsoring organizations are noted in the
descriptions. You may find elements of your
problems in one or more of these projects. I
have supported more than twenty different
clients, many on multiple projects. Most of the
clients have been within the Department of
Defense. I have also supported clients within the
Departments of Justice, Commerce and Energy. In
addition, I have supported NATO and both
for-profit and non-profit corporations.
Thirty-two of the short descriptions are
linked to more extensive descriptions or
examples. The page describing the requirements
for analytical tools to support Operations Other
Than War (OOTW) is linked to a multi-page
description, which provides a partial description
of the project results.
Over the years, I have been involved in multiple projects in
some areas. OOTW has been one
of these areas. OOTW is also known as Military Operations Other
Than War (MOOTW), Stability and Support Operations (SASO), Stability, Security, Transition, and Reconstruction (SSTR)
Operations. The social theory basis is known as Human, Social,
Cultural Behavior (HSCB) modeling. The technical approach
is known as Diplomatic, Informational,
Military, Economic / Political, Military, Economic, Societal,
Information, Infrastructure (DIME/PMESII) modeling.
Ontologies support the description of the domain. Verification and
Validation (V&V), historical combat research, and
psychopharmacology algorithms have also been major areas of
continuing work.

area. The range of topics indicates the multi-disciplinary
nature of typical OR projects. Although some of the topics have
been relevant for only one or two projects, many have been
significant parts of numerous projects.

CAREER HISTORY
I created Hartley Consulting in mid-2001 and
serve as its Principal. (The picture to the right was taken some
time ago. Now I look more like the picture at the top of the
page and the second picture in this section. However,
I like the picture of a younger me, so I'm keeping it.) Until mid-2001, I was Senior Member of the
Research Staff at the Department of Energy Oak
Ridge facilities and Senior Scientist of the
Center for Modeling, Simulation, and Gaming in
the Advanced Computing Technologies (ACT)
Division. I joined the Oak Ridge National Laboratory in 1986,
working in the Energy Division, at that time managed and
operated by Martin Marietta Energy Systems. My group moved to
DSRD at the K-25 Plant under Lockheed Martin Energy Systems,
then moved to Corporate control. Later we moved to the Y-12
Plant and changed the division name to ACT.
I worked at Milliken & Co., a textile
firm, from 1977 to 1986. I started in middle
management in the Operations Research Department,
staying for two years, moved into Production
Planning for several years, and then spent two
years in Marketing, applying OR in each position.
I served four years active duty in the Army
(1973-1977) and several years in the reserves.
A Vietnam Veteran, I completed the Signal Officer
Basic Course and the Signal Officer Advanced
Course. My active duty station was at the Command
and Control Technical Center (CCTC, later renamed
JDSSC) in the Pentagon, supporting The Joint
Staff's combat modeling activities.
During college and graduate school, I also worked: as
research assistant at the Psychometric Laboratory, UNC (1966),
as polymer chemistry lab technician at Deering Milliken Research
Corporation (1966-1968), as Mathematics Department Head at
Milliken Electronics (1968), and as consultant to the Physics
Department at Deering Milliken Research Corporation (1968-1970).
