Conduct a thorough survey of current operations research models, simulations, techniques and methods for representing and analyzing, natural and man made disaster events, critical infrastructure, community recovery, exercise and training, planning, emergency management operations of first responders, managers and senior decision-makers, model development environments and use of models, simulations and simulators for emergency management training.

This challenge was presented to Working Group 1: "Benchmarking the Body of Knowledge" of the Military Operations Research Society (MORS) workshop entitled "Understanding the Consequences of Catastrophic Events" that was held at the VMASC, 18-20 November 2008.

Working Group 1 produced a report of its results. It also produced a list of tools, with descriptive metadata, that can be used to support CM.
