Challenge:
Conduct a thorough survey of current operations research models, simulations,
techniques and methods for representing and analyzing, natural and man made
disaster events, critical infrastructure, community recovery, exercise and
training, planning, emergency management operations of first responders,
managers and senior decision-makers, model development environments and use of
models, simulations and simulators for emergency management training.
- Establish a framework for describing what each item does.
- Place knowledge about each item into the framework.
- Benchmark and establish an intellectual foundation for analyzing the
items.
- Capture existing or in-development analytic methods, models and tools
that provide complete or partial required Consequence Management (CM)
support and identify analytic capability gaps.
- Capture assessment findings, issues, and recommendations as a final
product that will be available to and useful for all participating
organizations for advancing CM capability.
This challenge was presented to Working Group 1: "Benchmarking the Body of
Knowledge" of
the Military Operations Research Society (MORS) workshop entitled
"Understanding the Consequences of Catastrophic Events" that was held at the
VMASC, 18-20 November 2008.
Accomplishments:
Working Group 1 produced a report of its results. It also
produced a list of tools, with descriptive metadata,
that can be used to support CM.
