Operations Other Than War (OOTW) are those operations short of war, but not garrison. The nomenclature derives from a military perspective, although it includes activities by non-military agents. Lately, the topics are discussed in terms of the levers of national power - Diplomatic, Information, Military, Economic (DIME) - and the observed situation elements - Political, Military, Economic, Societal, Information, Infrastructure (PMESII) - or as Human, Social, Cultural Behavior (HSBC) models.
